Our Safeguarding Children Partnership (OSCP)

Introduction

The government has said that the statutory safeguarding partners (the local authority, the NHS Cornwall and Isles of Scilly Integrated Care Board (ICB) and the chief officer of police for the area) need to work together to keep children safe. The way in which these organisations and agencies work together is known as multi-agency safeguarding arrangements.

To do this in Cornwall and the Isles of Scilly we set up OSCP who oversee the arrangements and agree the ways that everyone who is involved will work together to promote, safeguard and protect the welfare of children and young people.

'New' arrangements

OSCP reviewed its local multi-agency safeguarding arrangements in 2019.  The existing arrangements were published by the statutory safeguarding partners and includes the many relevant agencies who hold key roles working with children and young people and contribute to the work of the partnership.  Please click on the picture below to access the full document...

NOTE:  In December 2023, new Working Together guidance was published and we are working to update all of our published Partnership documents ahead of the implementation date of December 2024.

OSCP Structure

The work of OSCP is achieved through

  1. The Strategic Group of Safeguarding Partners and advisors
  2. The Safeguarding Children Partnership Board, and
  3. The work of the OSCP subgroups.

OSCP Independent Chair and Scrutineer

The Independent Chair, John Clements, provides a voice for OSCP to ensure its smooth running and to ensure that partner organisations collaborate effectively to coordinate and promote the help and protection of children and young people across Cornwall and the Isles of Scilly.

The South West Child Protection Procedures

These procedures set out local protocols, core procedures and safeguarding practice guidance for all agencies in Cornwall and the Isles of Scilly about how they are expected to provide safeguarding services.

Peer Review

in 2020, our colleagues from Surrey Safeguarding Partnership paid a return visit and conducted a peer review of OSCP Safeguarding arrangements.
