Who we are, what we do

About the Safeguarding Adults Board

Safeguarding Adults Boards (SABs) play a vital role in ensuring that organisations work together effectively to protect adults who have care and support needs from abuse and neglect. They also support people who have experienced or may be at risk of harm.

Every local authority area has a Safeguarding Adults Board. The Cornwall and Isles of Scilly Safeguarding Adults Board (CIOS SAB) works across both areas to coordinate safeguarding activity and improve outcomes for local people.

Our Role and Responsibilities

Under the Care Act 2014, SABs have three core duties:

  • Develop and publish a Strategic Plan
    Setting out our priorities and how partner organisations will work together to improve safeguarding.
  • Produce an Annual Report
    Sharing what we have achieved, the challenges faced, and the learning from our work over the previous year.
  • Undertake Safeguarding Adults Reviews (SARs)
    Reviewing cases where serious harm or death has occurred to understand what happened and how practice can be improved.

    Leadership and Structure

    The Board is led by an Independent Chair namely Fiona Field, ensuring impartial leadership and accountability.

    The Chair is supported by our Business unit team as detailed below.

    Together, they coordinate the work of the Board and ensure that safeguarding activity is delivered effectively.

    Statutory Members

    The Care Act sets out three statutory partners who must be part of every SAB. These being the Local Authority, NHS Integrated Care Board and Police.

    • Strategic Director (Adult Social Care)

    Wider Board Membership

    The strength of the Board comes from its wider partnership. Members include organisations with key responsibilities for safeguarding and those who contribute to protecting adults with care and support needs.

    These partners include:

    • Health and social care providers
    • Emergency services
    • Public health
    • Housing services
    • Probation and criminal justice services
    • Education providers
    • Voluntary and community organisations
    • Independent providers
    • Representatives of carers and people with lived experience

    This partnership approach ensures that safeguarding is everyone’s responsibility and that learning is shared across the system.

    How Our Work is Delivered

    Our work is underpinned by a strong, collaborative framework that ensures safeguarding activity is consistent, effective, and centred on improving outcomes for adults at risk.

    We achieve this through:

    • Locally agreed policies and procedures: These provide clear expectations for how agencies respond to safeguarding concerns, ensuring that practice across Cornwall and the Isles of Scilly is consistent, lawful, and aligned with national guidance.
    • Multi-agency guidance and frameworks: We develop and maintain shared guidance that supports professionals to work together effectively. This includes protocols for information sharing, risk management, and coordinated responses to complex or high-risk situations.
    • Joint working across partner organisations: Safeguarding is a shared responsibility. Our partner agencies work together to identify risk, respond to concerns, and learn from experience. This collaboration helps ensure that individuals receive timely, coordinated support and that no one agency is working in isolation.

    In addition, the Board promotes a culture of continuous learning and improvement, using information from Safeguarding Adults Reviews (SARs), audits, and feedback to strengthen practice across the system.

    Together, these approaches create a coordinated, accountable, and person-centred safeguarding system, ensuring that adults across Cornwall and the Isles of Scilly are better protected and supported.

    Get Involved

    We welcome interest from organisations that want to contribute to safeguarding work.

    In 2022, the Board introduced a process for agencies to express an interest in joining the Board or its subgroups, helping to:

    • Strengthen partnership working
    • Contribute to strategic priorities
    • Support the implementation of learning
