2023: 'Do not ignore the signs' Tri-Partnership conference
On the 11th October, 2023, Safer Cornwall, Our Safeguarding Children’s Partnership and Safeguarding Adults Board held the tri-partnership conference domestic abuse and sexual violence conference; ‘Do not ignore the signs’.

2023: Safeguarding and Carers
The 2022/23 annual conference theme is Carers and Safeguarding in Cornwall and the Isles of Scilly and took place on Tuesday, 6th June 2023 as part of national carers week. The event was held at the Atlantic Hotel in Newquay and was livestreamed, so as many frontline professionals and volunteers can attend as possible. The conference video is here:
Many of us will meet carers throughout our daily work or lives. With 1 in 5 adults in the UK now caring for a relative, close friend or neighbour, the importance of understanding the experience of carers is vital to the prevention of abuse and neglect of adults.
Recent Safeguarding Adult Reviews (SARs), Domestic Homicide Reviews (DHRs) and the impact of the Covid-19 pandemic have highlighted some of the challenges and increasing pressure being faced by carers. These can often exacerbate existing vulnerabilities and risks for carers and the adults they care for and professionals have a key role in identifying carers, promoting their wellbeing and preventing harm by enabling them to access relevant support early on.
On the 6th June 2023, we brought together speakers, frontline practitioners and experts by experience from across Cornwall and Isles of Scilly for our interactive conference that explored:
- Who is a carer and professionals’ roles in recognising informal and unpaid carers
- Carers lived experiences and case studies
- Professional’s roles in assessing carers and cared for adults needs, capacity, suitability and vulnerabilities
- Support, tools and key messages for professionals
- Our local offer and resources - the Carers Strategy and new Carers Service

2021: Domestic Abuse and Older People
The SAB annual conference was held on 16th November 2021 to coincide with National Adults Safeguarding Week.
The theme of this year’s conference was Domestic abuse and older people, inspired by learning from recent Safeguarding Adult Reviews and Domestic Homicide Reviews.
A main focus of the Conference was the launch of our specially commissioned video highlighting domestic abuse in older adults and depicting events in the life of ‘Lily’, a fictional character but drawn from case studies and experts by experience, performed by the Miracle Theatre Company. This has been made available as a development tool for our partners to use with their staff in recognising and responding to signs of domestic abuse and coercion and control.

1. Violence and abuse of older adults: Evidence, misconceptions, and where we go next. Dr Hannah Bows (LLB, MSc, PhD, FHEA) Hannah provides an overview of the available evidence on violence and abuse of adults aged 60 and over and consider what has shaped knowledge and understanding to date. In particular, the problems associated with the term 'elder abuse' will be examined, with a focus on how this concept has camouflaged domestic and sexual abuse of older adults.

4. ‘The Insidious Nature of Coercive control’
Ryan Hart shared his family’s story of coercive control and domestic homicide. In 2017 Ryan and his brother Luke released their book, Remembered Forever, and set up their organisation, CoCoAwareness, to increase the awareness of coercive control. So far, their work has taken them to over 13 countries and they have trained tens of thousands of professionals in identifying, understanding, and ending domestic abuse.

5. What’s really going on? The importance of routine enquiry to identify what’s hidden from sight - Anna MacGregor; Domestic Abuse Co-ordinator
Anna focuses on abusive relationships involving older persons, which have been identified as such and led to some form of safeguarding intervention and victim support. She considers how we can work together to improve routine enquiry to identify when an older person is at risk. Key to this is understanding how coercive and controlling behaviours manifest themselves and that these become more entrenched the longer a relationship goes on or when there are additional vulnerabilities such as care needs and increased dependence. Anna also discusses legal definitions and powers around coercive control, including developments within the Domestic Abuse Act 2021 and what this really means for those on the front-line working with people aged 60 plus.

2019: Self-neglect
In 2019 the SAB hosted a conference on the theme of self neglect, providing an opportunity for delegates to learn about working differently with people who self neglect. 2018: Supporting Providers to Keep People Safe
The Safeguarding Adults Board hosted 'Supporting providers to keep people safe' conference at the Pavilion Centre, Royal Cornwall Showground on Friday 9 March 2018 where over 100 delegates attended. The theme for the day was ‘supporting providers to keep people safe’ and was opened by Fiona Field, Independent Chair of the Safeguarding Adults Board.
For those who were unable to attend a full programme of the day's event details the inspiring speakers and the interactive workshops where delegates were able to learn more about subjects such as the adult safeguarding process and Deprivation of Liberty Safeguards.
Working in partnership with people
The guest speakers in the morning included Ben Allen from Oomph, an organisation which facilitates adults to live fulfilling lives through activities and stimulating experiences. Teresa Kippax from the Care Quality Commission shared how her organisation monitors safeguarding and quality through the use of statutory notifications.
Naomi Campbell from Reliance on a Carer Hydration Project outlined how the project which promotes hydration and nutrition for adults receiving care and support benefits adults at risk and keeps them healthy.
Aisling Khan from the Council of the Isles of Scilly shared the story of Park House, the only residential home on the island which was threatened with closure and how she and her team achieved a happy outcome. Sue Miner from Falcare inspired the conference on how she and her team achieved a rating of ‘outstanding’ from the Care Quality Commission.
The Fire and Community Safety representative, Justin Sharp highlighted the dangers of flammable medication. There was also a presentation from Plymouth University on the EPIC project which uses technology to improve the health and wellbeing of adults with care and support needs.
