Safeguarding Adults Review (SAR) Framework

The Cornwall and Isles of Scilly Safeguarding Adults Board's Safeguarding Adults Review (SAR) Framework sets out the local arrangements for conducting Safeguarding Adult Reviews in accordance with the Care Act 2014. The framework provides a structured approach to reviewing cases where an adult with care and support needs has died or experienced serious abuse or neglect, and there are concerns about how organisations worked together to safeguard them.

The purpose of a SAR is to identify learning and improve practice, rather than to apportion blame. The framework outlines the processes for referrals, decision-making, review management, family involvement, report publication, and dissemination of learning, while promoting independence, transparency and multi-agency collaboration.

The guidance also sets out how recommendations are monitored and implemented to ensure that learning leads to improvements in safeguarding practice, partnership working and outcomes for adults at risk.

Please note: This framework is currently under review to ensure it reflects current legislation, national guidance, local learning, and emerging best practice in Safeguarding Adult Reviews.
